20-year-old man charged for disorderly conduct during OWI stop
KENOSHA (WITI) -- 20-year-old Raul Herrera of Kenosha has been chargedHerrera faces charges of: throwing or discharging bodily fluids at a public safety worker, obstructing an officer and disorderly conduct.The criminal complaint in the case indicates Herrera was stopped on I-94 SB in Racine County for an OWI.The criminal complaint states an officer observed Herrera step out of his vehicle and become agitated, asking for his cell phone and stating: "I'm 20 years old and you're treating me wrong." An officer observed a strong smell of intoxicants coming from Herrera.The criminal complaint says Herrera called one of the officers a racial slur, before he was placed in handcuffs and put into a squad car.The criminal complaint states Herrera blew a .230, and admitted to officers he was drinking and "smoked a blunt" on the way home.Officers then decided to transport Herrera to jail for disorderly conduct, and at that time, the criminal complaint indicates Herrera began pounding his handcuffs on the passenger side window and when an officer tried to restrain him, the criminal complaint states Herrera began to struggle.The criminal complaint says Herrera continued to resist, and later spit directly at an officer.Herrera then began slamming his head on the cage of the squad until a cut opened up on his forehead -- according to the complaint.
