MILWAUKEE -- Charges were filed and an arrest warrant was issued Wednesday, Oct. 9 against the mother of a 2-year-old boy who suffered severe burns, allegedly inflicted by Lamont Powell, 30, of Milwaukee, who was charged on Sept. 30.Jawarria Addarr, 23, of Milwaukee, faces one count of neglecting a child -- consequence is bodily harm.According to a criminal complaint, Addarr told investigators she left her two children with Powell on Sept. 21 while she went to her mom's house to do laundry.
