MADISON — A federal judge dismissed a lawsuit filed by two dozen Wisconsin residents challenging a variety of local stay-at-home orders enacted to curb the spread of the coronavirus.U.S. District Judge William Griesbach on Monday dismissed the challenge, filed in May, saying those bringing it did not properly join all of the defendants into one lawsuit.

US accuses Chinese hackers in targeting of COVID-19 research

WASHINGTON  — The Justice Department on Tuesday accused two Chinese hackers of stealing hundreds of millions of dollars of trade secrets from companies across the world and more recently targeting firms developing a vaccine for the coronavirus.The indictment, which officials expected to discuss at a news conference, says the hackers in recent months had researched vulnerabilities in the computer networks of companies publicly known for their work in developing vaccines and treatments.The indictment includes charges of trade secret theft and wire fraud conspiracy against the hackers, who federal prosecutors say stole information not only for themselves but also that they knew would be of interest and value to the Chinese government.The charges are believed to be the first accusing foreign hackers of targeting scientific innovation related to the coronavirus, though U.S. and Western intelligence agencies have warned for months about those efforts.

Oak Creek-Franklin Joint School District plans to hold in-person classes 5 days a week this fall

OAK CREEK -- The Oak Creek-Franklin Joint School District have provided an update on their "Responsible Return to School" plan for the fall -- which includes plans to return to school in-person, five days a week with "safety and disinfection guidelines in place."School officials say at this time, they are working on a plan to provide a virtual learning option for students and families with underlying health concerns who will not be returning to their school buildings in the fall.If ordered to close, the district says they will pivot to temporary remote learning for individuals or groups of students, for a limited time.The district says they have put in place "mitigation measures to limit the spread, and protect students, families and staff."The Oak Creek-Franklin Joint School District shared the following infection control and mitigation measures on their website:

United says it will maximize in-flight air ventilation system to help mitigate airborne COVID-19 spread

LOS ANGELES -- United Airlines announced on Monday that it will maximize the air flow volume of its aircraft particulate filtration systems during the boarding and deplaning processes in an attempt to minimize the spread of COVID-19 aboard its flights.The company said its high-efficiency particulate air (HEPA) filtration systems currently recirculate the air within the cabin every two to three minutes, removing 99.97% of all particles.The new procedure will begin on July 27, according to the company.United Airlines claims the filtration process will make the “the air onboard a plane significantly cleaner than what people typically experience in restaurants, grocery stores, schools or even some hospitals.”"We know the environment on an aircraft is safe and because the air flow is designed to minimize the transmission of disease, the earlier we maximize air flow over our HEPA filtration system, the better for our crew and our customers," said Scott Kirby, United's chief executive officer."The quality of the air, combined with a strict mask policy and regularly disinfected surfaces, are the building blocks towards preventing the spread of COVID-19 on an airplane.

DHS: 43K+ positive cases of COVID-19 statewide, 849 deaths, 33K+ recovered

MADISON -- The number of positive cases of COVID-19 rose by over 850 Monday, July 20, according to the Wisconsin Department of Health Services, which reported 863 new positive cases, for a total of 43,183.There have been 852 deaths in the state, with three new deaths reported by DHS officials Monday.
