A criminal complaint filed against Lund said investigators received a tip from the National Center for Missing and Exploited Children in April.
The complaint said Lund sent child sexual abuse material online while logged into an IP address associated with the Port Washington Police Department, which shares internet access with the city's fire department. Further, court filings said the Kik account that sent the material also had pictures and videos of Lund wearing fire department apparel or involving fire department property.
Racine County child porn case; man sentenced to 15 years in prison
A Racine County judge on Tuesday, Aug. 5 sentenced 64-year-old Leroy Kolacinski to 15 years initial confinement in prison and 15 years extended supervision for his three convictions of possession of child pornography.
In an interview with investigators, prosecutors said Lund indicated he had seen "questionable" content online but "there's no way of knowing if the people in the images are actually 18 years old or not" and he assumed the people were at least 18 because "the websites should be monitoring the content on their sites."
The complaint said Lund told investigators he had messaged with people under the age of 18 in the past, but "never talked about anything sexual with them" and "did not exchange any images" with them. He stated he was "not attracted to children and did not prey on children."
The DOJ Division of Criminal Investigation led the investigation with assistance from the Port Washington Police Department. The Port Washington Fire Department is cooperating with that investigation.
