Two sex offenders, including one who had been living in car at Sheriff's Office, now placed in Jackson

WASHINGTON COUNTY -- Washington County Sheriff's officials say two convicted sex offenders -- one who was released this week (on Tuesday, August 11th) and another who has been living in his vehicle in the Sheriff's Office's parking lot have been placed. They will now live together at a home in Jackson.

Justin Rathke



29-year-old Justin Rathke was released from prison on February 17th -- and he has been living in the Washington County Sheriff's Office's parking lot, with the ability to use the restroom at the Washington County Jail.

Sheriff's officials say Rathke is now employed, and now living at 1725 County Highway NN in the Town of Jackson.

Rathke was convicted of one count of second degree sexual assault of a child in Washington County in January 2008 and one count of second degree sexual assault of a child in Washington County in February of 2009.

Rathke will be on extended supervision until May 2019 and will be monitored closely by WI-DOC Division of Community Corrections agents. Rathke will have numerous rules and restrictions to follow including a lifetime, live-tracking GPS unit to be worn at all times.

The victims in these cases were female juveniles, familiar with Rathke, officials say.

Eric Moffatt



44-year-old Eric Moffatt was released from prison on August 11th. He, too will now live at 1725 County Highway NN in the Town of Jackson.

Moffatt was convicted of two counts of exposing a child to harmful material in Manitowoc County in February 2001, and three counts of exposing a child to harmful material in Washington County in June 2007.

Moffatt will be on extended supervision for an extended period of time and will be monitored closely by WI-DOC Division of Community Corrections agents. Moffatt will have numerous rules and restrictions to follow including a lifetime, live tracking GPS unit to be worn at all times.

The victims in these cases were male juveniles, either familiar with Moffatt himself or familiar with friends of Moffatt. They were NOT unknown to him.

The residence of 1725 County Highway NN in the Town of Jackson is currently being leased by WI-DOC and placement of individuals at this residence are determined by WI-DOC. The residence has occupancy for six individuals.
