Milwaukee organizers introduced the "I Will Not Die To Gun Violence" initiative, in honor of LaTroy Harris.

Organizers in Milwaukee introduced the "I Will Not Die to Gun Violence: The Latroy Harris Initiative" on Wednesday, Feb. 4.

Gun violence initiative announced

What we know:

LaTroy Harris was fatally shot outside Dee's Elegance bar on Milwaukee's northwest side on Dec. 15, 2025. The man charged with the homicide is Antonio Brown, but he is not in police custody.

The initiative was announced at a press conference that began in an unconventional way – with a skit depicting the devastation families face after losing a loved one to gun violence. The program is the work of Monte Mabra, Harris' brother.

"I Will Not Die to Gun Violence: The Latroy Harris Initiative" is a 10-week program designed for people involved in gun-related cases and includes meetings with police, paramedics and structured self-reflection.

Mabra said he hopes to officially launch the program in March.

Curbing violence

What they're saying:

"In 2025 – there were 142 homicides reported," said Quinn Taylor, Milwaukee Community Wellness & Safety Department. "I can’t tell you how many vigils, funerals that I’ve been to." 

"This is any episode that plays far too many times," Mabra said.

Mabra said many people may not be aware there is a $25,000 reward for information leading to Brown’s arrest.

"I don’t think anyone knew that there was a $25,000 reward for information leading to his arrest," Mabra said.

Mabra said the program is intended to be used as a court-ordered requirement, a referral option or an alternative to revocation, similar to a gun violence awareness group.

While his family continues to seek justice in his brother’s death, Mabra said the program ensures Harris’ legacy lives on.

"My brother will live on through this initiative," Mabra said. "I am hoping that we are able to get referrals and resources to bring the initiative forward."

Brown is wanted on charges of first-degree intentional homicide while using a dangerous weapon, first-degree recklessly endangering safety while using a dangerous weapon and possession of a firearm by a felon. If convicted of first-degree intentional homicide, Brown faces a mandatory life sentence in prison.

Investigators say Brown then fled the scene in a black Infiniti SUV. Police later stopped the vehicle and arrested the driver, who told investigators Brown ordered him to drive away after the shooting.

The driver later identified Brown in a photo lineup, according to the complaint.

Per prosecutors, records show Brown has prior felony convictions, including armed robbery and possession of a firearm by a felon, making it illegal for him to possess a gun.
