CHARGED: Man accused of dropping sex toys in the street, watching as young girls react

WEST ALLIS (WITI) --  28-year-old Konrad Peters of Milwaukee is facing two counts of disorderly conduct and two counts of stalking (victim under age 18). This, after he allegedly dropped sex toys in the street around young girls.

Investigators say Peters left sex toys, still in their plastic packaging where they would be found by young girls. Then, he’d allegedly watch from his car to see what the girls would do.

“I can`t recall anything quite like it — a sex toy being tossed out of the vehicle,” West Allis Deputy Chief of Police Bob Fletcher said.

Deputy Chief Fletcher says his department is investigating these cases.

The first occurred in early September. Parents reported their 14-year-old daughter and her 14-year-old friend were walking home from a nearby park when a black sedan drove past the girls in an alley. The vehicle stopped 100 feet in front of the teens, and the girls say the driver’s side door opened, and the driver placed what was later described as “a large, purple sex toy” on the ground. The girls walked toward the object, and they say the driver watched them with the window rolled down.

The same thing happened the following week to a 15-year-old girl in an alley near South 73rd Street.

According to the criminal complaint, the girl was walking home from a bus stop when she heard a car behind her. When she looked back she observed a black sedan. The complaint indicates the vehicle followed the girl as she walked west onto West Lapham Street. When the driver appeared to notice the girl noticing him, he drove about 20 feet in front of her and threw a sex toy out the window. The driver then parked on West Lapham Street.

On September 26th, another incident was reported involving a 13-year-old girl and her friend. According to the complaint, the 13-year-old girl was walking home from school with a friend when they spotted a pink sex toy on a sidewalk near West Allis Salvage near South 78th Street. Several days after the incident occurred, the 13-year-old girl told police that she found another pink sex toy as she was walking through an alley located near South 76th Street and West National Avenue, according to the complaint.

According to the criminal complaint, the 13-year-old girl's friend told police another incident occurred at the beginning of October on a school day at about 7:05 a.m.

According to the complaint, the victim spotted a black car with tinted windows parked directly in front of her home in the middle of the street with flashers on. The victim claims she then saw an object drop from the passenger side window before the car sped off. The victim told police she went outside and found a sex toy in the street.

The victim told police this "worried and scared" her because the man knew where she lived, according to the complaint.

On October 8th, the 13-year-old girl reported yet another incident that occurred as she was walking home from school. The victim told police she crossed South 79th Street and walked east on West Rogers Street when she noticed a black car come out of an alley located between South 78th and 79th Streets. The black car then crossed West Rogers Street, then slowed and stopped just after it entered the alley. After the vehicle stopped, the victim heard an object hit the ground. The car then sped off.

The victim told police the object was a purple sex toy.

The victim told police that after she left the alley she notice the same black car stopped just east of South 79th Street on West Rogers, according to the complaint.

The family of the 13-year-old girl has a security camera pointed in that direction, and the girl was able to identify the car. The girl’s father located the vehicle nearby, and reported the license plate to police.

Authorities ran the license plate, and it registered to a 2011 black Honda Civic with owner Konrad Peters. Police then responded to Peters' home and asked whether he owned a black Honda Civic. At that time, Peters claim the car was in storage at 6th and Rawson.

According to the criminal complaint, on October 10th officers executed a search warrant at Peters' garage.

The complaint indicates that the garage contained over 30 sex toys along with the black Honda Civic. In the console of the vehicle, officers located lubricant and a digital camcorder.

On October 13th officers executed another search warrant on the camcorder and discovered over 50 videos -- including seven featuring young teenagers. The videos contained footage of young girls walking down the street and sitting outside school.
