Milwaukee police shooting; bodycam video released, 7th and Arthur incident

The Milwaukee Police Department released on Tuesday, Jan. 21 body camera video from a police shooting that wounded a 19-year-old man on the city's south side on Jan. 6.

The backstory:

According to police, officers were in the area of 7th and Arthur around 9:30 p.m. on Jan. 6. They were seeking a subject wanted for sexual assault of a child and child enticement. The officers were informed that the suspect was in a residence and made contact with him. While communicating with the suspect, the suspect pulled out a firearm, police say.

A struggle ensued between two officers and the suspect over the firearm. One officer discharged his firearm, subsequently striking the suspect. The suspect, a 19-year-old man, was arrested and taken to the hospital for treatment of non-fatal injuries. His firearm was recovered.

Police later identified the 19-year-old suspect as Emilio Arner-Ortiz. He is charged with the following criminal counts: 

  • Second-degree sexual assault of a child under 16 years of age
  • Abduction of a child
  • Child enticement
  • Use of a computer to facilitate a child sex crime
  • Intentionally pointing firearm at law enforcement officers

Big picture view:

The Milwaukee Police Department’s Video Release Policy Standard Operating Procedure (SOP) 575, establishes criteria for when video evidence that captures officer-involved incidents that result in death or great bodily harm will be released to the public. This policy is intended to balance important interests, including the public’s interest in transparency and police accountability, the necessity of preserving the integrity of criminal and administrative investigations, and the privacy interests of individuals depicted in such videos (including victims, witnesses, bystanders, and the individuals against whom force is used). This policy creates a presumption of release. It is our goal to release video in officer involved incidents according to SOP 575 within 15 days of the incident.

Officer involved:

The officer that discharged his firearm is a 35-year-old male with over 8 years of service. He was placed on administrative duty as is routine in officer involved shootings.

Milwaukee police shooting, wanted man accused of child sex crimes

A wanted Milwaukee man wounded in a police shooting on Monday is now accused of child sexual assault, among other crimes.

This incident, as with all critical incidents, will be subject to an administrative review in accordance with department policy to ensure adherence to department training, policies, procedures, and law enforcement best practices.
