Judge rules probable cause exists that Joseph Mensah committed homicide in Jay Anderson death

A Milwaukee County judge found probable cause on Wednesday, July 28 that Officer Joseph Mensah committed the crime of homicide by negligence use of a dangerous weapon in the death of Jay Anderson Jr. in June 2016.
