RACINE -- People coming to and from Racine's city hall are looking up these days -- to make sure it's safe to pass. That's because there are aggressive seagulls in the area.

The problem with the seagulls began in June and almost immediately prompted officials to post a warning on the doors of city hall.

"We had reports of seagulls attacking people as they came into city hall. That's about the time we posted the signs," Commissioner of Public Works Mark Yehlen said.

Why all the commotion? It turns out the pair of seagulls are simply protecting their nest.

The city has gotten some relief after construction workers who closed the front entrance -- the one closest to the tightly-guarded nest.

The solution may seem simple -- just move the nest. But city officials say they can't.

"We found out they were somewhat of an endangered species, so there's some protections that we have to have," Racine Mayor John Dickert said.

"We're just stuck with them until the hatchling leaves the nest, which we think is going on about right now," Yehlen said.

The seagulls are not new to downtown Racine -- which is right on the lake. The Public Works Department puts a repellent on the roof at city hall every summer. This year, those workers missed a spot. That's exactly where the birds built their nest.
