Explosives expert reflects on mass shooting, pursuit of suspects: "Car could have very easily been rigged"

SAN BERNARDINO/MILWAUKEE -- Two suspects in the mass shooting that killed 14 people at a center for people with developmental disabilities were fatally shot in a gun battle with police hours after the initial incident.

The suspects -- a man and a woman -- had assault-style rifles and handguns, San Bernardino Police Chief Jarrod Burguan told reporters. They were dressed in what he called assault style clothing.

A third person was detained close to the scene of the shootout, but it is possible he is not connected to the shootings, Burquan said.

Earlier police said they were hunting as many as three suspects, who had fled in a black SUV.

The residential area not far from where the shooting at the Inland Regional Center occurred was flooded with law enforcement following a chase that ended with police and the suspects exchanging gunfire.

Meanwhile, authorities finished clearing the three buildings on the property and examining the conference center, where the initial shootings occurred.

There were reports that the suspects involved in the mass shooting in San Bernardino could have had explosive devices in their possession.

A local explosives expert spoke to that -- and the challenges law enforcement officials face when explosives are involved.

Authorities called this a well-planned attack, and they were taking no chances when it came to safety.

Police say they found a potential explosive device in the Inland Regional Center, where the shooting took place.

Gregory Baur is a retired veteran detective with the Milwaukee Police Department.

He said there was good reason officials were exercising caution when it came to the suspects' black SUV.

"The car could have very easily been rigged. You look at the Middle East, they use cars all the time. Going back as far as the 70s with the Irish Republican Army, vehicle bombs were a way of life at the time. So yeah, you are careful and you are slow and you are deliberate -- and these officers were," Baur said.

An active shooter was reported at Inland Regional Center in San Bernardino, California.
