MILWAUKEE -- A Milwaukee sex offender is on the loose, and he has a history of sexual violence. It's enough to concern police and the community. But can you imagine what one of his victims is thinking?
"I saw his face and I said, 'Oh my God. That's the man who did this to me,'" said the victim, who spoke exclusively with FOX6 News and wishes to remain anonymous.
L.C. Streeter
Milwaukee police say L.C. Streeter, a violent sex offender, disappeared this week. He left his supervised home near 77th and Lisbon, went to 10th and Bruce and cut off his GPS monitoring device.
One woman remembers thinking Streeter would kill her when she was just 13 years old -- almost three decades ago.
"One of the guys grabbed her and L.C. Streeter grabbed me," she said.
The victim and a teenage friend were washing cars for money near Meinecke and Humboldt. Both girls were pushed into a car.
"They drove for about 20 minutes, laughing and having fun about it," said the victim.
Streeter and the other man took the girls into an apartment building. For three hours, the girls were sexually assaulted.
"I could hear her screaming. She could hear me screaming," said the victim.
The attackers left -- and the girls ran for their lives.
"It's something I will never forget or forgive. It was terrible. He said 'just do what I'm telling you to do and you won't get hurt.' And they kept doing things to us over and over," said the victim.
FOX6 News obtained court documents of Streeter's case when he tried to get out of the treatment center where he was committed. The court found him to most likely be a psychopath, showing a lack of concern -- even setting up a prostitution ring inside the institution. Streeter eventually won release in October 2013.
"Whoever might be helping him, you have to know this is a very dangerous person. You need to tell him to turn himself in or turn him in. He should never have the chance to do this again to anybody," said the victim.
On Tuesday night, at that house near 77th and Lisbon, Streeter's roommate, Robert Fowler, another sex offender, was arrested for a rule violation. At this time, officials are not explaining that violation. They are, however, very interested in tracking down L.C. Streeter.
If you know where he might be, you're asked to call police.
