People working in nearby office buildings said they evacuated as a precaution. Guests at the Pfister Hotel wondered how they'd get back to their rooms.

Traffic was snarled when the police tape went up.

"As I was walking, they kept putting up more lines, and I had to kinda go underneath this one on the way back because I needed to get back to my office. It was just very, very sudden. It all happened really fast. There were just police in force," Katie Zobacheva said.

After about an hour-and-a-half, police reopened the streets, and FOX6 News saw people going back into the Federal Courthouse around 1:30 p.m.
