Municipalities, drivers fixing budgets to cover high gas prices

MILWAUKEE -- It was another record-setting day, as gas prices hit an all-time high in Milwaukee Tuesday, averaging around $3.90 per gallon. While drivers are fixing their budgets to cover the increasing gas prices, municipalities are doing the same.
