49-year-old Racine woman arrested for fourth OWI

RACINE (WITI) -- 49-year-old Loretta Lacy of Racine has been charged with her fourth OWI in an incident in which she is accused of having a minor in the car.

Lacy faces one count of operating a motor vehicle while intoxicated (fourth offense) with a minor child in the vehicle -- and one count of resisting an officer.

Lacy's previous OWI convictions occurred in 2005, 2006 and 2008.

The criminal complaint states Lacy was stopped near Cleveland Ave. and Victory Ave. on March 3rd.

Officials say they detected a strong odor of an intoxicating beverage on Lacy's breath and body.

Officials initiated field sobriety tests on Lacy -- and according to the criminal complaint, Lacy was uncooperative and did not perform well on the tests.

Officials say Lacy had an Alabama driver's license, a Wisconsin identification card and South Dakota license plates on her vehicle -- according to the criminal complaint.

Lacy was eventually taken to the hospital for a blood draw -- and then refused to answer any more of the officers' questions, according to the complaint. The complaint indicates Lacy had to be physically restrained in order to be put in handcuffs to be taken to jail.
