OUTAGAMIE COUNTY -- A Little Chute woman has been charged with homicide by negligent use of a motor vehicle.
The charge stems from a July 2012 crash that killed a Kimberly man.
19-year-old Pakou Xiong is in Outagamie County Jail.
Police say Xiong struck and killed 46-year-old James Weiss with her car. They say she was responding to a text at the time.
Weiss was struck from behind. There were no marks indicating that Xiong even tried before hitting Weiss.
His bicycle had lights and reflectors on it.
